«سه نوجوان وارد یک اصلاح‌خانه بدنام (borstal) می‌شوند که توسط یک مدیر به‌شدت مذهبی و کارکنانی خشن اداره می‌شود. یکی از این نوجوانان، کارلین، به دلیل حمله به یکی از نگهبانان در اصلاح‌خانه قبلی‌اش، توجه ویژه و سخت‌گیرانه‌ای از سوی مسئولان دریافت می‌کند.

کارلین خیلی زود مجبور می‌شود با باندهای موجود در داخل مرکز درگیر شود؛ گروه‌هایی که رهبرانشان او را تهدیدی برای جایگاه و قدرت خود می‌دانند. علاوه بر این، همواره خطر خشونت از سوی نگهبانان بی‌رحم و سادیست وجود دارد. او در این میان با پسری به نام آرچر دوست می‌شود؛ کسی که هدف اصلی‌اش به چالش کشیدن مقامات و دور زدن قوانین تا مرز ممکن است.

فیلم Scum تصویری تیره و خشن از نظام معیوب مراکز نگهداری نوجوانان در بریتانیا ارائه می‌دهد و به همین دلیل سال‌ها اجازه پخش تلویزیونی نداشت.»
